Keith,
It's a vacuum operated actuator.  If you can get in the cargo area and open
the little access door on the PS side of the car, you can possibly see the
actuator.....I'm not sure if the subwoofer assy will be in the way or not.
As for the actuator, I don't  think there is anything denoting that it's the
actuator but it should be fairly easy to figure out......there will be a
vacuum line going to it and a rod on the other end that goes to where the
fuel door is.  All you need to do is pull the rod back from the locked
position.  I've done it on my A4 but never my S6 so I can't guarantee this
is as easy as it was on my A4. 
Maybe another option is to manually vacuum or pressurize the system from
where the power lock pump connects under the seat?  I've never done it but I
don't imagine it would be that hard.  As an aside, I don't think I would
pressurize or vacuum the system more than a couple psi for fear of blowing
out the actuators.

Help!  Im in my 95.5 S6 Avant, I'm out of gas, and at the gas station, but
my locking system failed yesterday afternoon.  I've gotten all the doors
unlocked (except the rear hatch), but just realized, the fuel door is locked
closed.

I just barely started investigating the problem, enough to rule out the
fuse.  What is next to look at?

Any quick way to get that fuel door open without breaking it? Thanks!!!
