Jim,
it sounds like your ecu may be falsely sensing an over boost situation. I chased this same symptom for well over a year, there are two common causes of this issue are:
1. A torn boost hose, commonly the x-over to intercooler aka michelin man hose.
Recommend you pressure test the booost hoses and check for leaks.
2. A bad MAF or a dirty connection between the MAF sensor and the MAF sensor cable.
Inspect the MAF's connector and the connector on the cable, cleaning both with electrical contact cleaner.
Neither of my connectors were visually corroded, but after cleanign both with electrical contact cleaner and
an old tooth brush the symptoms disappeared.
