Jim,

The MIL (CEL) illuminates when you turn on the key to inform you that  
the ECU is communicating with the vehicle.  So, if it does not come  
on, it means the bulb burned out or the ECU isn't talking.
Take your pick.  I choose door #2 and suggest you check the fuses just  
above the ECU.  I believe you will find at least one blown fuse.  Then  
you need to decide if replacing the fuse and powering up
is the action you should take, or if looking for what caused the blown  
fuse first is a better idea.

#1 means removing the instrument cluster to verify if the bulb is  
still good.  Some listers are so proficient at this that it is no big  
deal.

I will give this one more try:  There is some very good advice and  
step-by-step proceedures for missing, stumbling, and no start  
conditions in the FAQ at the top of the UrS car forum on Quattroworld.
