...  LOL, and one could easily argue technically, tosome  'Patriot Act' nonsense at a Dealer, a Buyer with $10k in Cash only needs a Passport or State Issued ID, he does *NOT* need a Drivers License.  Only on the S-car site, can I read Patriot Act and Vehicle Sale in the same thread!

Seems like this is much ado about extremely little.

I've only bought 1 car and/or motorcycle in the past 12 years that was in
my home state.  No problems... not once.  I arrived with a cashier's check
to prove my intent to buy - assuming all went well with the test drive and
once over of the car.  I also arrived prepared to show that I was
currently insured.  Bill of sale simply stated the date, my name, the
description of the vehicle, its VIN, and how much was paid... period.

I've sold almost everything in that same timeframe to out of state buyers
as well.  Bill of sale simply stated the date, name of the person buying,
the description of the car and its VIN, and how much was paid... period.
If they want to test drive... I'm holding the cash or cashier's check
during the drive.

I've bought and sold a ton of cars in my life.  In that time, only about 4
of them came through some sort of dealer channel with the associated
mountain of silly paperwork.  Everything else has been private party, and
I've never ever had a problem.  Not long ago, I'd just take the title -
signed over to me, and that was it... and the reverse if I was selling.

Anyway... seems like this is getting off the charts.  Patriot Act???

Depends...  If a car deal is contingent on the test drive, Buyer needs to
prove 
that he has insurance.  If the car deal is contingent on a test drive
(local 
craigslist thing), then you only need to be in the car during the test
drive, as 
your (Seller) insurance will cover that.  I find this part of the
discussion to 
be silly myself.  Test drives are not a grey area to an insurance company.
 If 
there is insurance on the car, the car is insured.

I'm talking about the test drive.  The potential buyer does not have an
insurance binder for that.
