He hasn't put the turbo in yet Cody! White 'smoke' could be a failed/failing/choking catalyst, could also be leaking headgasket. The white smoke from catalyst could be related to the HC issue or the HG problem. fuel pressure regulator, fuel injector/s, MAF, vacuum leak, TPS, 02 bad, bad engine temp sender. White smoke from leaking headgasket should result in a sweet smell from the exhaust. You should also do that leakdown warm, and then check for pressure in the A/F reservoir
All that said, your compression and leakdown don't look like the problems would be internal. I bet you flunk test/s in the fuel diagnostic tree.

I very recently had a turbo failure that would smoke only occasionally. It
started out as once a month or so it would smoke horribly while sitting at a
stop light. It got more frequent until it was roughly 1 out of 5 times I let the
engine idle for more than 10 seconds. Also on decel down hills occasionally. I
initially thought it to be a sticking piston ring, but investigation proved it
to be the turbo oil seal to the turbine side.
