If a consumer is comparing a hybrid to a diesel, I think this is fuel to that consumer who prefers 'green' and efficiency over torque and the driving experience to make the choice for the hybrid.
But, I think the bigger nail in the coffin is the price of gas dropping, and diesel not following suit near as much. My expectation is that is where VW is going to lose sales - to people going back to crossovers and SUVs. New car sales have shown that movement already, even before this scandal came to light. At least here in VT, SUV drivers are the folks who chose to go with TDIs.
The hybrid drivers never seemed inclined to go diesel to start with. In fact, those I know while gas prices were high were talking more Nissan Leaf and Tesla...

I agree that this is the thin end of the wedge. Given the political
pressure to ban diesels in cities that already existed, if there are any
more revelations from VW or other car-makers fail tests it will become a
Hindenberg moment.
It probably already is a Hindenberg moment for small-car diesels in the US.
