Something is already happening in Germany, but it might take a while.

Audi has recently founded ACI (Audi Club International) which is a sort of 
master club for Audi fans, run by Audi AG and members of several clubs, for 
now Germany-only. ACI will take care of publicity, coordinated events, 
support to clubs and... supplying and eventually remanufacturing parts. 
It's intended to formalize contacts between Audi AG and the clubs, to 
assure that all clubs get equal support and to ensure that Audi AG has some 
say in internal club matters (but that's my personal opinion).

I agree, they have years of catching up to do compared to BMW and M-B.
