[urq] Fender Skirts on Ur Q

Just to add my .02... I would highly recommend doing anything you can to 
keep road crud out of the rear top of the fenders.

My 82 coupes original fenders rotted out completely up there due to the 
lack of liners on the earlier cars.  The one UrQ I have seen in bits 
being restored... had nasty rot there too.  Considering the difficulty 
of replacing those fenders, adding liners after cleaning them up 
properly should be considered "essential," if you live north of the snow 
line, at least.
