[urq] misc wiring issues.

My late 85 UrQ is 99% there, but its the last 1% thats driving me crazy. 
(when I say 99% there, Im talking mechanicaly, certainly not cosmetically!)

I have a couple of really minor electrical issues that annoy me, and 
before I dug into them, I wanted to see if there were any BTDT's or 
common causes that might save me a little time.

-The handbrake light on the dash flickers when I go over bumps. 
Obviously grounding out somewhere but I cant find where.
-Rear wiper/washer dont work. Always used to, suddenly dont anymore.
-Occasionaly working fuel gauge. I suspect sending unit or tracing on 
cluster pcb.
