The clock can go bad.  Luckily, they are so common, they're easily 
replaced.  I was able to repair the clock in my urq.  Luckily I had a 
working clock from a spare instrument cluster, so the first thing I did was 
hook up a power supply to the bad clock.  A normal clock only takes about 
4-8 mA pulsing.  My dead clock was sucking something like 100 mA 
plus.  First thing I did was to swap the IC which runs the clock and it 
still didn't work.  Turns out one of the 2 big electrolytic capacitors was 
shorted.  Replacing it fixed the clock immediately.
