[urq] Cold start fuel enrichment in Boost

Yes indeed, there a few of makes and methods around, but for CIS E and
later.
The only one I could find that deals very successfully with basic CIS
setup, as on Urq here in
Switzerland until 1987, is below mentioned. If you, or other lister know
of any other, please let
me know, since I am considering to do this mod in the near future, and
would like to consider
all available options. For us here, this type of change the only option,
since other changes like EFI
aren't permitted.
