[urq] Rear tie-rod maintenance

The shop who is going to re-align my car says I need to make sure the (rear) tie-rods are adjustable i.e. not jammed. How to unlock this 18 year old hardware? The shop suggested to take the tie-rods off the car and use a bench and hammer and lot's of WD40 to free them. 

Question:  to take the rear tie-rods off, do I have to relieve the car's weight off the wheels (jack/stud the car) or could they just stay on the floor?
