Have you checked the cold-temp thermoswitch and the cold-start-valve
thermoswitch?

The ECU has to know that the engine is cold to provide a slightly
richer mixture and ignore the oxygen sensor.  Also, the cold-start
valve should trigger the cold-start injector to provide extra
incentive to fire.

If the engine is warm, these two items are less important.
