[urq] 83 tough start in morning

Hey all,
My urq is running great now it is getting fuel. When the mechanic was
installing the new fuel distributor I don't think he adjusted the
air/fuel mixture correctly. Please excuse my ignorance regarding the cis
system, or fuel injection in general, as I can adjust and balance
carburetors but am lost when it comes to the urq. I purchased a sunpro
cp7678 that checks duty cycle. When the temp is below 10 degrees
(haven't tried to cold start it at a higher temp) it takes about three
tries for it to start. I can hear the air "flap" in the meter moving
when I try to give it gas once it has "started" and I need to feather
the gas pedal lightly up and down to get the car to rev. It will rev for
a few seconds, then I hear the flapping noise again and it dies. Third
time it usually will start and rev freely (I don't let it go above 2k
rpms) but has a difficult time idleing. After about 45 seconds it will
idle, and it runs great after that. 
 
1.	Am I correct in assuming the air/fuel mixture is not set
correctly? I have replaced all of the fuel system components.
2.   Again, excuse the ignorance but how and where do I connect to the
engine to check the duty cycle ( @ the frequency valve?)
 
If someone could provide me with a step by step description (off list if
you wish) of how to set the duty cycle I would be stoked. (damn those x
games)
