Todd,
The nut has to come off and the "cover plate" simply lifts up... it may be stuck on there due to rubber gasket underneath... just give it a gentle smack on the edge from the bottom.
Oh yeah... to check the fluid level the bomb has to be drained.. i.e. press on the brake pedal as many times as needed to get rid of the assist.
