... it looks to me like your engine is in pretty reasonable shape from what
you describe ... with the exception of the boost level. Your reduced boost
could very well cause the power loss you indicate. Your description of the
turbo's sound makes me think this is where you should be looking ... it is
hard to describe sounds to others, but I would call the sound of a properly
functioning turbo more of a hissing sound than a whine. It may also be that
your wastegate is adjusted conservatively ... I'll bet your wastegate cap
has the adjustable perch ... so you should be able to crank it down fairly
easily with an Allen wrench.
