[urq] Boost limit for stock (new) IC to TB

Gregg and Dennis,

Thanks for the feedback.  Currently running 18 psi, so the 20 psi figure
gives me some confidence.  Is it just me, or are the new hoses ~3" shorter
than the original ones?  It fit perfectly.
