[urq] 4000 rpm cutouts

My 84 urq is cutting out at 4k rpm. Complete loss of
power as if I'd hit a rev limiter. When standing still
and revving up to 4k it does a constant bounce of the
throttle. I remember somewhere that the computer will
do this if a tolerance is exceeded to save the engine
from excessive wear. I hope someone can point me in
the right direction as what to check first. Thanks Todd
