[urq] Boost levels

This is kind of an off subject post.
 
I have a friend who is running an S6 AAN motor in his car and stock it pulls strong 
and gets full boost. He recently got an MTM plus stage one chip and has installed it
and there is absolutely no difference in boost and should according to MTM and 
the person he got it from pull 20 lbs of boost. The ECU seems to have the MTM 
seal and we have no reason to believe that its not an MTM plus stage one chip.
 
Any suggestions would be most helpful. Checked for boost leaks and vacuum leaks.
shouldnt it just be a plug & play type of thing? Or plug and pray as the case may be.
Any BTDT's?
