[urq] West Side UPG

Since AF98, the Pikes Peak Hillclimb has given up its tradition of
always being on the 4th of July due to the expense of renting the road
exclusively on the holiday.  For the last couple of years the race has
been held on the Saturday before the 4th.  This may make it more
appealing to some since it will not conflict with other holiday plans,
however it may also make it less appealing for others if it can't be
combined with a holiday weekend in regard to time off work or what
have you.
