... don't discount the emergency flasher switch. I did not have the
exact symptoms you describe, but it created an odd issue that affected
the function of the turn signals ... one side only as I recall.
If that doesn't do it, the next possible culprit ... bad ground at the
rear tail lights ... the high current drawn by the brake lights shifts
the reference up enough to influence the signals ... personally can't
see how any column wiring issue would cause the brake light to get
linked in with the brakes ...
