[urq] Stopping Power: 100%- 50%- 10%- BLEEDING

Today I tried bleeding the brakes and started with draining the old DOT4 fluid. Next step was bleeding the Brake Master Cylinder (BMC) while pressurizing the BMC reservoir. Fluid pored out as expected without bubbles. Next in line was the Proportioning Valve (PV) beneath the BMC, but all came out was air and very little fluid. Then I bled the front left caliper but only air here also.... When I think about this, if the PV is faulty, it must be impossible to bleed the caliper(s) because the fluid can't get there in the first place because of the PV? Is this assumption correct?
So when only air is coming out the PV, it is faulty and needs to be replaced and could be 99% the main cause of my no-brakes problem, correct?
