It is not lithium grease ... it is thermal conductive grease, and it very important to ensure that heat generated in the driver module gets transferred to the metal of the car body. I would recommend that you go to Radio Shack (or equiv) and buy a small tube of the stuff to apply a good layer before installing the module.

Here's a link with more info on the thermal transfer compound:

... look down to the bottom of the page for info on thermal transfer compounds. As you will read there it is a recommended to apply a good layer to ensure any voids get filled and maximize heat transfer. If you don't have enough the internal temp of the driver will get higher and lead to shortened lifetime.

I just removed the ignition module and the bottom of it is coated with what looks like
white lithium grease. Should I clean this off and replace it dry or does it serve some
sort of purpose?

The loaner ignition module that I have is clean on the bottom but there is some evidence
around one of the screw holes that it had the same white goo on the bottom at some point
previously.

Should I transfer some of the stuff to the "new" module before I install it?
