[urq] Brake - hard peddle when panic stopping

Trying to find out what I ought to be replacing of repairing.  First guess
for me would be the hydraulic accum(bomb).  But before I start just throwing
parts at the problem trying to find out if any other likely culprit.

Basically I have a hard peddle - mosly at lower speed, and most notable on
panic stops, which has scared me a few times.  The brake peddle is hard for
a split second then I get full on force to the brakes - basically have gone
from little or no braking when applying brakes to a lockup after the delay.
Moderate or slow application of the peddle seems (nearly) normal.

Brakes are G60 up front and later UrQ calipers in rear which have replace
the original brakes.  Everything was working fine up 'til recently.  System
was flush bled at the time the brakes swapped out about 8 months ago.

Power steering seems fine - maybe a tad stiff at lower speed, but hard to
tell.
