[urq] Cruise Control Solved

Well after testing all the parts per Bentley and swapping in stuff the culprit was found.  The Vacuum Vent Valve for the clutch was to blame.  It was holding vacuum fine but it didn't have continuity.  Swapped in a spare (after testing vac and cont) and bingo.  Totally functional cruise control - first time since I've owned the car... 

That's one down of the two projects I need to complete prior to the big trip to CT for UPG 05.
