Maybe you can add some info: is it a hole because it is broken, or it is
missing a component ?
Anyway, an air leak at this area would lean the mixture big time, like when
one removes the oil filler cap. Not a good ting.
Repair is mandatory.

This fan will energize itself each time the switch 035 959 481B (drawing
1-33, 18-00, item 20) which is located on the wastegate heat shield, senses
high heat. On my stock WX engine, I can hear the fan cycling only when
outside temp is over 30C or after driving fast long enough to create lot of
heat. You can test the circuit by grounding the switch's wire. This circuit
is permanent 12+, no need for the ignition to be on.
