[urq] TDC, Cam, and Dist Timing

Guys, Im scratching my head here, I thing this car may be out of whack.  

I just need some rule-of-thumb refreshers as I cant find a definitive 
resource whether it be Bentley or the internet.

Engine is an 83 WX with a MC head, and original UrQ transmission.

*Question 1:  where exactly in the window should the "0" on the flywheel line 
up?  There is a white-ish stripe on the bellhousing near the top of the 
window but I had been led to believe the "0" should be split by the tab that 
protrudes out  - about mid point in the window.

*Question 2:  where exactly should the notch in the cam wheel line up?  at 
the top of the cam cover? or the top of the head itself - where it meets the 
gasket?

*Question 3:  Is there a direct relation between the position of the 
distributor and the sensors on the flywheel?   or can the distributor/hall sensor be 
pointing any direction as long as the window lines up with the hall sensor 
while the rotor is pointing to #1...

I got the motor un-stuck and while the compression is still a bit low, it 
should be enough to run.  It has spark and fuel, and it will run with the starter 
pushing it, but not on its own yet. - which leads me to believe that its some 
sort of timing issue.
