I would guess that the clamp you are talking about holds the boot to the axle shaft, which doesn't do much at all but keep grease from squeezing out.
I think Steve's problem is on the large end of the boot.

  I finally got my wrecked car home yesterday so I could look for certain, and indeed there is an inner boot clamp. It should be part of any boot replacement kit. Sometines they are extremely difficult to get into place and secure, but they do need to be there.
  I had a problem a few years back with a CGT. I purchased from NaPA both front rebuilt axles. They supplied the wrong length (only slightly too short) for the passenger side, and upon driving the car it would pull itself apart. Since I had turned in the originals at purchase and they were long gone into the rebuild netherland, it was impossible to check original length. We got it sorted out eventually and they were very helpful and cooperative but it was a true PITA!
