I answered this question so many times on the UK quattro forum that I posted
a 'sticky'.

NOTES ON ENGINE TESTING, BRAKE TESTING AND TOWING
=======================================
Engine testing
When testing the engine performance on a roller test
stand without taking special measures on the vehicle,
only four wheel test stands are to be used.
If a two wheel test stand has to be used the propeller
shaft must be removed and the central differential
lock engeaged.
Brake testing <<<< This is the section you need
The brakes can be tested on slow running brake test
stands. When doing this the differential locks must
not be engaged.
Towing
If the vehicle has to be towed by a recovery truck
with the front or rear axle lifted and the lifted
wheels cannot turn freely, it must not be towed faster
than 50 km/h or further than 50 km.
The differential locks must not be engaged otherwise
the central differential will be damaged in a very
short time.
If the lifted wheels can turn freely, there are no
special restrictions to be noted. The differential
locks must not be engaged.
