I believe there are justifications for keeping CIS ... states like CA
have big time problems approving an aftermarket system without extensive
testing.  If you can slip a beefed up Abt FD (it probably even has a
CARB number) into a car and know that you are not going to get beefed by
the SmogPROs (TM) there is definite value to that.  California is not
the only state that has the Draconian emissions control bureaucracies,
and not everyone is going for peak performance.  

Who says that timing maps are difficult to change for the Hartig system
(AKA MAC-02) ... RDH decoded it and placed it in the public domain
decades ago.  Fuel is another matter altogether ... the Hartig system
does not have much ability to twiddle fuel ... 

034EFI isn't the only kid on the block for aftermarket SEFI systems ...
MegaSquirt is out there too, and it sports most of the same features as
034EFI for a lot less $$$.  Of course support is different for
MegaSquirt, but there are VWaG groups on yahoo who have installed this
system on their Audis and VWs.  If 034EFI used the flywheel sensors many
Audis already have I think I'd be a much more ardent supporter ... AFAIK
you still need to add the same 60-2 timing wheel that MegaSquirt
requires.

SEFI may not address all idiosyncrasies with the engine ... most notably
the mixture variations between the front and back of the engine at high
flow rates due to the layout of the intake manifold ... and some folks
might want to think twice about plunking down a couple grand to fix up a
23+ year old engine design.  

Note ... I'm not here for or against any one particular solution ... it
is just that problems like this have many degrees of freedom, and the
best solution for one person may be different than for another.  It is
always my recommendation that anyone considering a "fuel system mod" to
take a step back and think about your personal goals and what different
means might be available to reach them ...
