[urq] Another great reason to keep you "old" cars

Some guys at Leeds University here in the UK have been testing some cars 
equiped with that sort of unit for a couple of years, there's been talk of 
linking it with the proposed GPS road charging system. This sort of thing 
doesn't reduce accidents, it just removes a level of responsibilty from 
drivers - if they can't break the speed limit then all they'll do is drive 
with the pedal flat on the floor all the time.
