BTW: if memory serves, and if my experience of the throttle-by-wire cars is
correct, then you'll always have the choice to overcome the speed limit by
flooring the throttle pass a certain point. 

On the Renaults, they have a standard cruise control and a "speed limiter".
This new "program" lets you attain a pre-set speed and then gently ease off
the throttle to maintain that speed no matter the throttle position, unless
you depress the pedal pass the "soft stop" at the 2/3rd of the end of its
stroke. Pass that, you regain the full power of the engine. 

I guess the GPS system will be configured similarly.

Not that I want a device like that in my cars, not at all...
