[urq] Lift Throttle Unintended Acceleration - '83 UrQ

I had a 86 Lebaron with turbo that did the exact same thing...  Took it to
the stealer and they never figured it out.  Is it possible that when lifting
the pedal and everything is spooled up that there a moment of leaness
causing a mild power surge .
