[urq] Lift Throttle Unintended Acceleration - '83 UrQ

Yeah, BTDT.  Used to happen in my MC powered Ur-q.
This has to do with the fuel mixture, as you reduce throttle and disangage
full throttle switch, the fuel mixture is leaned out (but still
registering rich by O2) and that will actually make you more power.
Check out your basic fuel mixture and fuel pressures.  Looks like at Full
throttle you are running too rich.  Oh yeah, also check your
turbo-intercooler and intercooler-throttle hoses.  A boost leak will also
cause this.
Your car should have more power at WOT than at part throttle.
