[urq] Electrical Gremlins...

Have you unplugged and replugged in the connectors to the taillights?  You
definitely have ground feedback loop somewhere.  So I'd definitely check
those two plugs first.  You may want to have someone step on the brake pedal
while you do this or place something between the seat and pedal to engage
the brakes.
