Thanks for the feedback as this gives me confirmation of the range
to look for.
Over the balmy weekend I removed the aux air valve to check the cold
vs hot positions of the internal sliding valve. Seems that after cooling
down the valve in the freezer to simulate a cold start air flow was
restricted and probably resulted in a very rich mixture. Adjusted the pivot
pin to allow more air flow & reinstalled back on the engine. Next morning
the car idled nicely @ ~1000 RPM and seemed to behave OK on light loads.

On my stock WX, that is correct. Exterior temperature can be as low as -15C
or as high as +30C, startup idle speed is always the same.

No. However, I found that the idle speed is not perfectly stable. If the
engine is very hot, idle speed will go up a bit for a few minutes. It seems
to be temperature related (underhood temperature, that is).
