Brandon,
The 91 20v runs the fan full time.  Since you have that same wiring harness, I would expect it to behave the same way as a '91 20v.  FWIW, the fan running isn't just for cooling the engine, but to keep the high side pressures within an acceptable level.
 
It is also interesting that we are hearing of reports of different '85 urqs acting differently.  I know my old 85 ran all the time.
 
The wire that goes to the A/C clutch gets 12 volts when the clutch gets engaged.  This could be a very simple place to take a voltage signal to an auxilary relay to kick your fan on every time the A/C clutch is engaged.

So maybe my system _is_ working properly  - but I still like the idea of
the fan running constantly, personally.  I'm really thinking I want to
add a manual fan switch but my Wire-Meister doesn't like that idea....

My '85 urq does not run the rad fan automatically when the a/c is
switched on, but given the condition of it when I acquired it, I
wouldn't be surprised to find a melted relay as mentioned by someone.
