My recommendation is to get a resistor and set it to the value that Bentley indicates (60.0 ohms in mine). Hook the resistor in place of the tank sender and verify that the gauge reads full. If the gauge does not read full the problem is not the sender. It could be the gauge itself, the voltage regulator in the inst cluster or a high resistance connection in the line somewhere. Since the urq doesn't have a normal coolant temp gauge you can't use it to try to isolate it to the voltage regulator. Bentley indicates the tank sender attaches to ground in the trunk ... make sure that is clean. The signal goes through the fuse box and up to the gauge ... no other connectors in line. Wire colors indicated to be Vio/Blk.
You can also verify the sender ... 60 ohms should be full, 155 ohms for half and 302 ohms is reserve. With the sender out of the tank you can move it through the range and look for flaky connections.
... on the adjustment ... I know there's a funky bent wire adjuster ... but I don't remember if it is for the coolant or fuel gauge ...
