If we are talking '85 Digi dash, then the amount should be in exact 
quantity. If digi, its adjustable to I think 10 percent either way, but 
one is adjusting the converter, which still gets the signal from tank 
sender, so in your case the sender should be at fault (slider oxidation 
as in Dennis case, or broken resistor coil at that level), while if you 
have run out of fuel, while on the dash there is still fuel amount 
displayed (or no fuel showing while the fuel still in the tank), then 
the converter should be adjusted.
