Big projects on these old cars is definitely akin to the old "can of
worms" cliché. Ask pretty much anybody here who just intended to do a
head gakset that ended up being a new head, new turbo, clutch, bushings
yada yada yada. The key is to keep communication lines open.
Understand what is going on. Understanding and working with them will
likely go further than "pursuing further action". Don't get me wrong
I'm all for being a hard ass when its called for - but IMO experience,
and based on what you've told us below - I personally wouldn't go there
yet.

Hmm. Unless you have a written agreement where the time frame is
spelled-out, you will only be able to ask, cajole, plead and lastly
annoy to get your car done. That assumes, of course, that the shop
is not waiting on parts -- in which case all bets are off. Ask
kindly but firmly why the car is not completed and when the
anticipated completion date is and take it from there.
