Before deciding if its the head itself, two more things should be
checked. First remote possibility is the WUR diaphragm, which should
hold vacuum and pressure (via tube on the top of WUR), and the other is
to inspect the fuel metering valve. The complete assembly should be
taken out and the state of the "O" rings (on the body and the plunger)
should be established.
