If I connect to an "always live" circuit the brake lights would be
"always on" as this wire goes directly to the lights. Don't I need
to find the output from the fuse panel that is "switched live by the
    brake pedal".

If the loose wire when connected to live circuit keeps the lights on, it
means that the loose wire should be connected to the brake switch, and
it goes directly to b/lights, not to the fuse box. The other connector
on the b/switch should be always live (your red/yellow), and this wire
goes directly to the fuse box. Red/black wire comes of form b/switch and
goes to the six point (brown) connector behind dash, and form there it
branches (still red/black), one side goes to b/lights, and the other to
three point (blue) connector which goes to cruse control switch, so one
way or another, you will have to connect red/black wire to the loose
red/black wire, since it belongs to that circuit. Probably broken of
from the multy connector behind the dash, where it branches to cruse
control switch.
