Gary,
Sounds a lot like a shorting and/or grounding issue in one or both of your rear light clusters. 

Huw Powell has a nice section about this on his website. Disconnect both clusters, unplug wiring harnesses, remove clusters and check for any corrosion on the circuit tracks and in the bulb sockets. I scuff all the contacts with emory paper then swab with contact cleaner. 

Another good trick a lister shared with me some years ago is tweaking the spade connectors at the cluster connection with the wiring harness by gently twisting about 5-10 degrees - makes the connections much more snug when you plug back in.

Also, adding an extra 12-gage ground wire from each cluster straight to the body is always a good idea. On the euro light clusters I have, there is an extra male ground connector, which makes it really easy. Can't find my US ones to check (just looked) but you can always solder one on to the track corresponding to he ground wire. I recommend adding one for each side.
