[urq] Brake rotor resurfacing...

again - folks this is not about surface rust. This is about deep  
seated pad deposits, and rusty lips.  Things that the stoptech  
sequence (go to 70mph, brake *hard* to 10, re-accelerate) , whcih,  
with the wrong officer following, could land you in jail, didn't remove.
