Gary,

Sure sounds like the starter. The fact that the voltage gauge is dropping way down 
would indicate a shorted, collapsed bearing it the starter. I'm sure it would be a safe 
bet to change the starter. That's  providing the engine can easily be turned over by hand.
It wouldn't be a bad idea to check the battery connections like Chris said.
I have seen battery's failing immediately causing a no start, however unless you have a ammeter to verify how
much current the starter is drawing  a proper diagnosis is limited.
I'd expect on a healthy starter to see around 300 amps on initial crank , dropping to @ 150amps  during cranking.
I can verify this  on  my 4000tq if you want.

Guys-
 
 After tooling around on Saturday for a spell, heavy on the boost, I let the car cool down by idling a few minutes. When I went to start it up Sunday morning, it would hardly crank over. I thought maybe I left on the dome light, so I hooked up my battery charger. After 15 min or so, I tried it. Same thing, very slow cranking, voltage gauge dropped all the way to zero and the starter is making funny sounds. I just had it rebuilt last August, and up until now it spun nice and fast and quiet.
 Is it possible I fried it??
