As I understood it, on early WR (I can only speak for Euro cars) the 
wastegate was opened by a feed of pressure from the exhast manifold (small 
tapping near the turbo flange) but later WR's (like mine - 1987) the WG is 
opned from a pressure feed from the inlet manifold and the tapping on the 
manifold is plugged - the plug used is identical to that used to retain 
fluid in OEM brake calipers when delivered prior to fitting (like a large 
allen-head grub screw)
My guess is that it was more reliable to use the cooler air from the 
I-manifold to do the job as this would be kinder to the diaphragm. Am I 
right? I don't know for sure but seems logical.

I'm pretty sure it's intake pressure acting on the lower wastegate chamber
that opens the wastegate.

Trim and equipment level, engine choices (usually 4 cyl for 80 and 5-cyl
for the 90). Actual chassis and most of the running gear is the same
example. 90 quattro 10v and 80 quattro have the same drivetrain.

I think this was when Audi decided to start producing other models with
that drivetrain. circa 1983-84. Probably a slow gradual change, not an
exact moment in time.

Yes, this is also true for WR cars. My '85 had that system.
