[urq] Seat belt receiver noise

Brandon, I'm guessing he's talking about clicking/vibration? I believe it's
the receivers he's talking about (and not the spool-up mechanisms). I had
the passenger side one that was noisy on the '83 and I just had it
buckled-up if it wasn't being used. Never had one apart.  Maybe unbolt and
lubricate?
