[urq] Suspect WUR?

so im sorting out the problems on this quattro i bought about 3 months
ago, the car has an MC-1 running all WX management, not the best
situation but i think its going to work. the MAP sensor was broken in
my ECU and i was having a hard time getting a replacement sensor so i
just got a new ECU from Ben Swann. now that i have it in my timing is
exactly where is should be but the car still drives like poop.
the car idles hard and when driving it has NO power before boost(i
know its due to the fact i have a K26 and pre-boost the car is
sluggish but this is just crazy) and when i get into boost it
backfires and just is missing a lot of power.
i think my WUR is shot, we ran a bunch of tests and the jist of it is,
the fuel pressure doesnt change depending on the vac/pressure going to
the unit.
we unplugged the electrical to the WUR and left the vac line on then
cold started it(58 degrees F) and the fuel pressure was showing 1.2
bar and was drawing 7 inches of vac. then we plugged the electrical
connection back in and nothing changed. then we pulled the vac line
off and everything stayed constant.
after those tests we let the engine warm up to ~180 degrees F(fan came
on) and checked the fuel pressure and it was at 2.2-2.5 bar and the
vac was at 10 inches. after that we connected a vac pump to the vac
line and drew 15 inches of vac to the unit(as the test procedure says)
and the pressure stayed at 2.2-2.5 bar. we then pulled the vac lines
off and it stayed at 2.2-2.5 bar.
then we shut the car off pondered our results and then went to check
the coolant temp sender so i restarted the car and the fuel pressure
out from the WUR had risen to 3 bar and now its at 3 bar no matter
what. unplug the electrical and vac lines and it stays at 3, rev it up
to 5k rpm and it drops a bit(from the engine pulling fuel) but doesnt
drop below 2.8 and goes back to 3.0 almost instantly.
im assuming this means my WUR is shot?
just about everything else in the car has been checked and replaced so
hopefully this is the last setback.
