[urq] Chrome removal from plastic

I'm looking for some list wisdom about how to remove chrome from plastic. I've got a mint set of early quad headlight surrounds. Rather than painting over the chrome that surrounds all of the front surfaces of the trim I would love to strip the trim back to plastic and then paint them black for a better bond. Is there anything that will lift the chrome without eating the plastic beneath? 

Failing that plan is there a reliable way to prep the chrome to take black trim paint?

I assume the trim on the early urq included chrome on the inner trim surfaces to avoid light absorbance?
