[urq] Horn issues

I haven't experienced with my UrQ, but a few years ago my '86 4kq horn started 
doing this. Wasn't in the steering wheel. I suspect chaffed or broken insulation 
in the wire somewhere down the steering column. Never did fix it, have been 
running it without a horn for many years now. One of those "someday" projects 
(the poor neglected 4kq has so many of those...). Let us know what you find, 
maybe it will help motivate me to fix the 4000! (Though I still haven't fixed 
the heater blower in the UrQ yet either and that is a priority.)
